Toast flour over low heat. Keep stirring until the flour turns light brown.
Add the powdered milk. Mix very well. Then, add the sugar and mix thoroughly.
Add two drops of vanilla extract and combine well.
Add the cookies and cream. Stir and combine well.
Remove from heat. Let it cool down a little before molding. Wrap each of them with colorful translucent cellophane if available.
Toasting the polvoron requires continuous stirring to prevent the mixture from burning.
